This is an uncommon variation of the more usual Arts & Crafts pottery brooches from England. I think it is Scottish because of the silver overlay garland of Glasgow roses. This piece is unmarked but tests as about 0.900 silver, just "short of" sterling. The pottery glaze is also lovely with a very light crackle.... sort of an organic piece! It measures 2" by 1 & 1/2" in very fine condition.
